Seahorses need clean clear water. There are a few methods to achieve this. Some methods - like undergravel filters - are used by some experianced people, but are not recommended. Other methods like skimmers may have risks for seahorses when not setup correctly.
The most common method is a tank with 'live rock' or a combination of live rock and canister filtration.
It is also quite acceptable to use a canister filter only, without live rock.
As with most things seahorse related, there are no hard rules, with many people being successful with varying systems.
